It implies that language is not always used for uniting people because it is very critical if there are different languages in a certain country. Sometimes language creates a confusion to individuals when the language isn't used properly or when individuals are not educated enough in their language like in Philippines, some people cannot access free education, therefore, they cannot have a wider knowledge in their own language.
I think most of the time, the user/audience were affected by their past experiences, knowledge, beliefs, or ideas (schema) when interpreting messages. Because of their past encounters, or experience, they might have sunk in to them in how they are going to process messages.
It is possible that a different individual derives a different meaning from the message they encoded because all individuals have their own perspective which were affected by their own perceptions, experience, and knowledge.
